Eligible Entities

• Must be a Silicon Valley Power non-residential electric customer and be a commercial, municipal, or nonprofit fleet operator located within the City of Santa Clara.
• For municipal government fleets, this includes city departments, divisions, and agencies that own, lease, or operate vehicles and infrastructure within the City of Santa Clara.
• For nonprofit fleets, must be a Silicon Valley Power non-residential electric customer classified by the United States Internal Revenue Service under Section 501(c)(3) or 501(c)(19) to be a nonprofit, tax-exempt organization.
• Customer intends to operate the ZEV(s) at the listed service address for its useful life.
• ZEV must be owned by SVP Customer. Leases are ineligible.

HVIP Participation: Applicants are encouraged (but not required) to apply for funding from the Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) and use this ZEV Fleet program rebate to cover the remaining vehicle cost.

Eligible Vehicles

Only vehicles with a Gross Vehicle Weight Rating (GVWR) greater than 8,500 lbs are eligible for all non-residential customer segments. This includes electric trucks, buses, and vans of the specified weight classes. Light-duty Vehicle - Class 1, 2a, 2b incentive available for municipal and nonprofit customers only. Vehicle(s) must be pure electric, not hybrid, new or used and registered with the California Department of Motor Vehicles (DMV) to an address in the City of Santa Clara. Multiple vehicles may be applied for together or independently in any order within the limits of the program. Electric vehicles must be domiciled in SVP’s service territory and vehicle charging equipment meters must take electric service from SVP.

Eligible Vehicle Weight Classes and Incentive Caps

Maximum incentive award per customer per year is up to $250,000 or for Municipal/Nonprofit up to $500,000 or maximum per vehicle cap - whichever is less, unless otherwise stated. Limit 15 vehicles per customer per calendar year (January-December).

Funding Use

• Vehicle Purchase Only: Funds are available to cover only the vehicle purchase, excluding any other operational costs, maintenance, or ancillary expenses.
• ZEV Eligibility: ZEVs must meet California’s regulatory standards and be registered in the state.

Application Process

Applicants must submit a completed Rebate application that includes:

• Proof of Purchase and Delivery: Final Invoice or receipt showing the total cost of each vehicle, paid in full.
• If applicable, evidence of other incentives (e.g., HVIP voucher approval or other funding sources) being applied.
• Copy of vehicle DMV registration showing vehicle(s) registered in Santa Clara.
• Completed rebate application and supplemental documentation must be submitted within 30 days of vehicle delivery.

Rebate Payment

Payments will be sent to the SVP customer as indicated on the rebate application.

Payments will typically be mailed within 4 to 6 weeks after project completion and documentation submission. Rebate payment of $2500 or less made to the Customer will be issued as a bill credit.

1. As a qualified Silicon Valley Power (SVP) Customer, I agree to indemnify the City of Santa Clara, its City Council, commissions, officers, employees, volunteers, Strategic Allies, and agents from any claim, injury, liability, loss, cost, and/or expense or damage, including all costs and reasonable attorney's fees in providing a defense to any claim arising from this Rebate.
2. I certify that I will purchase and operate the indicated zero-emission vehicle during the current SVP program year. I will provide a copy of the itemized proof of purchase and delivery.
3. I agree to verification inspections by SVP representatives or its third-party contractors of both the sales transaction and vehicle.
4. I certify that the information provided on this rebate application is true and correct.
5. I understand that the vehicle must be operational in the City of Santa Clara for a minimum of five (5) years after the vehicle is delivered. If the vehicle (s) are removed from the fleet or otherwise not in service, I understand that I may have to return a prorated amount of the rebate funds received.
6. I certify that I have reported any other rebates for the vehicle (s) indicated on this rebate application.
7. All pages of this Application are included in and are part of this Agreement. This Application embodies the entire agreement between SVP and the Customer.
8. Silicon Valley Power’s Fleet Programs operate under a January-December annual budget calendar. Rebate funding is limited by the annual budget. Rebate applications are accepted on a first come, first served basis until the rebate budget is expended.
9. Customer is limited to receiving a maximum of $500,000 of rebate funds in the 2025 program year (January 1, 2025 through December 31, 2025). After December 31, 2025, the rebate funds maximum is subject to change.
10. Rebate payment of $2500 or less made to the Customer will be issue as a bill credit. A bill credit will only be applied to active accounts.
11. SVP has the right to inspect the facility before and after the vehicles are delivered.
12. Electric Vehicles may be new or used.
13. Rebate amount is limited to 100% of the cost of the eligible vehicle.
14. Qualifying electric vehicles must be domiciled and operating in an existing facility receiving electricity from Silicon Valley Power.
15. Detailed, dated copies of all invoices(s) must be submitted along with pertinent vehicle data/cut sheets within 2 months of application. SVP may request additional information after rebate application is submitted.
16. The rebate recipient will be responsible for any tax liability resulting from the rebate payment. SVP will not reimburse taxes paid for a project.
17. Discrepancies can invalidate the rebate application.
18. Silicon Valley Power is not responsible for items delayed or lost in the mail.
19. Silicon Valley Power disclaims any and all liability for any loss or damage which may arise as a result of the applicant’s participation in this program and makes no expressed or implied representation or warranty that the electric vehicle will result in a reduction of your electric utility bill.
20. Offer void where prohibited, taxed, or restricted by law.
21. This program is subject to change or termination without prior notice.
22. The rebate amount cannot exceed the net purchase price of the vehicles including any discounts, instant rebates or tax credits and does not include taxes or shipping costs.
23. Rebates valid for purchases made with United States currency only.
