Silicon Valley Power’s (SVP) EV Charging Station Incentive program for Multifamily Residential Properties and Commercial Properties provides incentives for zero-emission vehicle (ZEV) infrastructure equipment for battery electric vehicles in the City of Santa Clara. These incentives help lower the upfront costs of make ready, equipment and software costs associated with Level 1 and Level 2 infrastructure for ZEVs and offers increased incentives for projects that meet equity eligibility criteria.

SVP established four (4) funding lanes with differing qualifications and incentive structures to suit a variety of applicants and offers additional funding for projects that meet our equity eligibility requirements.

Silicon Valley Power offers a custom rebate program to help customers offset the cost of retrofitting or replacing natural gas-fired equipment with efficient, all-electric equipment. Through the Customer Directed Electrification Rebate program, customers can receive a rebate based on calculated and verified natural gas and electric energy savings for electrification projects that are not eligible under one of our other electrification programs.

Projects that replace or retrofit natural gas-fired equipment to electric equipment and reduce natural gas usage may qualify. Example projects include:

• Converting natural gas space heating to electric heat pumps
• Converting natural gas domestic hot water systems to electric heat pumps
• Converting natural gas-powered unique process equipment with an energy efficient, all-electric alternative

Ineligible projects include self-generation, cogeneration or projects installed and completed before application pre-approval. Projects involving equipment not permanently installed or easily removed may also be ineligible for a Customer Directed Electrification Rebate. All electrification projects are subject to SVP approval. 

All nonresidential customers are eligible to apply.

Customer Directed Electrification Rebate Application

The Food Service Equipment Rebate Program provides cash incentives for purchasing qualifying, energy-efficient commercial food service equipment. Silicon Valley Power is offering generous rebates for customers to convert from natural gas heating to all-electric heating and cooling by installing a new energy efficient heat pump. Rebates of up to $650 per ton are available. In addition, we offer up to $1,250 to help offset the cost of infrastructure improvements needed for installing the new equipment. 

By converting to an all-electric heat pump air conditioner, you will significantly reduce your business’s natural gas utility bill, decrease your business’s overall annual energy costs, and help improve our environment.

All nonresidential SVP customers are eligible to apply. 

Rebates are offered for replacing natural gas-fired space-heating equipment with electric heat pump equipment. For replacing an old, inefficient heat pump, please see our rebate program for energy efficient air conditioners and heat pumps.

New equipment must meet program requirements. The requirements, along with all program eligibility rules, can be found in the rebate application form. 

Heat pump air conditioners are a proven technology and have greatly improved in performance and reliability over the last 20 years. Santa Clara’s mild climate is ideal for heat pumps without supplemental electric resistance heating. However, if supplemental or emergency heating is desired, its use should be limited during morning warm-up to reduce energy costs. This can be accomplished by installing a commercial-grade, programmable thermostat that locks out supplemental heating when switching from unoccupied to occupied temperature settings.

Heat pump water heaters operate more efficiently than electric resistance water heaters, lowering your operating costs while meeting your hot water needs.

Silicon Valley Power is offering generous rebates for reducing the use of natural gas-fired equipment through the installation of energy efficient all-electric equipment. Currently, rebates are available for installing heat recovery chillers and heat pump pool heaters.

Chillers dissipate heat to their surroundings through a condenser. A heat recovery chiller captures this dissipated heat, which is then redirected for various heating needs, saving heating energy. Ideal sites have simultaneous cooling and heating loads where the heat recovery chiller can be used to preheat water prior to entering a boiler.

Heat pump pool heaters can be used to replace traditional gas-fired boilers that heat swimming pools. They have much higher efficiency and lower operating costs than a traditional boiler. Heat pump pool heaters are commercially available in sizes up to 140 MBH. Depending on pool size, it may take more than one heat pump to replace a boiler. The best application may be for swimming pools with less than 10,000 gallons of water that are only used during the summer months. In any application, the use of a heat pump water heater requires both engineering and economic analysis to verify its feasibility.

Installation of a heat pump pool heater must replace a natural gas-fired boiler as the primary source of pool water heat.

Electrification Program Custom Measure Rebate Application

Conversion to an all-electric boiler system will reduce or eliminate the use of natural gas at your multifamily property. This will reduce or eliminate your natural gas bill and reduce greenhouse gas emissions, which helps the environment. It may also reduce your overall annual energy costs. Silicon Valley Power is now offering a pilot rebate program for multifamily properties who want to convert your natural gas-fired boiler systems for domestic hot water to all-electric boiler systems.

• Rental apartment complexes and condominium complexes (condominiums individually owned and managed by a Homeowner’s Association) are eligible for this program.
• The boiler must serve at least 25 dwelling units.
• Dwelling units must be individually metered for electricity.
• The project must reduce greenhouse gas emissions.

To ensure the project will meet all eligibility requirements, consult with an SVP energy engineer during the design stage of the project. Please see the incentive application for all eligibility rules and requirements.

• The maximum funding available for a single project is $100,000.
• This pilot program is available to 3 participants on a first come, first served basis. Funding is limited to one incentive application per customer.

Zero-Emission Vehicle Fleet Rebate

Silicon Valley Power's Zero-Emission Fleet Rebate Program is designed to support commercial, municipal and nonprofit fleets in transitioning from internal combustion engine (ICE) vehicles to zero-emission vehicles (ZEVs). This program will provide up to $250,000 per Silicon Valley Power non-residential customer for the purchase of ZEVs. Municipal/Nonprofit non-residential customers eligible for up to $500,000.

Limit 15 vehicles per customer per year.

Valid for purchases made on or after May 1, 2025 until funds are exhausted.
